Utility Rates

Utility Rates Increase July 1, 2017

The Troutdale Municipal Code establishes Water, Sanitary Sewer, and Storm Sewer utility fees and authorizes the City Council to change the amount of the fees by Resolution. Costs of personnel, materials, services, capital projects and reimbursement to other funds continue to increase. Additionally, the City needs to build capital reserve to cover the cost of anticipated future capital costs that will be needed to maintain, upgrade and rehabilitate components of the systems as they age and degrade. As a result of holding rate increases to a minimum during the recent economic downturn, significant underfunding of necessary maintenance, repair, and infrastructure reinvestment has occurred. To fund these rising costs, the City recently determined that it is prudent to increase water, storm drainage and sanitary sewer fees beginning July 1, 2017. What does this mean to you as a customer?

  • The water rate is increased from $3.21 to $3.66 per 1,000 gallons used (14.0% increase). For a residential bill based on an average of 7,000 gallons per month this will be an increase of $3.15 per month or $37.80 per year

  • The sanitary sewer rate is increased from $37.16 to $39.39 per equivalent residential unit (5.0% increase). For an average residential customer based on 1 Equivalent Residential Unit (ERU) this will be an increase of $2.23 per month or $26.76 per year. Commercial and industrial rates will increase proportionally according to their respective Equivalent Residential Units

  • Storm sewer rate increases from $.00171 to $.00212 (24.0% increase) per square foot of impervious surface. All single family residential customers are billed for storm sewer based on a standardized assumption of 2,700 square feet of impervious surface. For a single family residential customer the storm rate increases from $4.61 to $5.71 per month, an increase of $1.10 per month, or $13.20 per year. The subsidized storm sewer cap for commercial and industrial users has been half removed. Some accounts will continued to be subsidized for one final fiscal year only, July 2017 through June 2018, at an approximate 50% rate.

The new rates will be reflected on Customer bills received in early August for the month of July.
