Goal 1: Encourage Economic Development
A. OBJECTIVE: DEMONSTRATE CLEAR PROGRESS ON TROUTDALE RIVERFRONT DEVELOPMENT
Measure 1: Cooperate with prospective developers who pursue desirable development plans consistent with feasible public financial constraintsB. OBJECTIVE: PURSUE MARINO BLOCK DEVELOPMENT
C. OBJECTIVE: CONTINUE TO SUPPORT DEVELOPMENT IN THE ENTERPRISE ZONE AND AT THE TROUTDALE AIRPORT
D. OBJECTIVE: ENCOURAGE A COLLABORATIVE APPROACH WITH EAST COUNTY CITIES FOR ECONOMIC GROWTH
Measure 1: Continue supporting the two way Marine Drive access (exit 17 underpass) and the N. Graham Road project
Goal 2: Improve and Support the Livability of Troutdale
A. OBJECTIVE: DEVELOP A LONG TERM PLAN TO REPAIR OR REPLACE CITY HALL
Measure 1: Form a committee to identify feasible options for city hallB. OBJECTIVE: UPDATE CITY CODES TO ENHANCE ECONOMIC VITALITY AND PROTECT COMMUNITY SAFETY
Measure 1: Reevaluate CBD sign code standards to allow more visible signage for downtown businesses
Measure 2: Identify and provide additional parking opportunities in the downtown
Measure 3: Increase development downtown through residential housing incentives
Measure 4: Continue dialog with Tri-Met to improve bus service
Measure 5: Revisit the derelict property code
Measure 6: Review the parks master plan
Measure 7: Support development of a scenic byway kiosk in downtown with restrooms
Measure 8: Establish and maintain high standards of natural resource stewardship

Measure 9: Be proactive and inform the public and property owners about the floodplain mapping changes that result from FEMA's RISK MAP project now in progress.

A. OBJECTIVE: ENSURE APPROPRIATE FINANCIAL OVERSIGHT BY CITY COUNCIL
Measure 1: Establish expectations for more accurate capital facility construction estimates accountability for large projectsB. OBJECTIVE: PROMOTE FISCAL SOLVENCY
Measure 1: Increase general fund revenue and reduce general fund expenditures via outsourcing and/or pooling of resources with neighboring jurisdictions
Measure 2: Advocate fair shared revenue arrangements (e.g. Multnomah County Business Income Tax)
Measure 3: Consider other options for providing fire/life safety services

Measure 2: Keep meetings focused, efficient and short
Measure 3: Treat each other with civility and respect in meetings and outside of sessions
Measure 4: Clarify questions from staff prior to meetings.
